THIS ARTICLE DISCUSSES WAYS TO DEVELOP COMPETENT POLICE ADMINISTRATORS AND PROVIDES LABOR RELATIONS GUIDELINES ON SUCH FACTORS AS UNION RECOGNITION, COLLECTIVE BARGAINING, AND CONTRACT ADMINISTRATION.
Abstract
A CHECKLIST OF FACTORS THAT HAVE BEEN SHOWN TO ENHANCE EXECUTIVE POTENTIAL AND THUS ALSO FOSTER GOOD LABOR RELATIONS PRACTICES IS PROVIDED. THESE FACTORS INCLUDE EXPERIENCE, EDUCATION, AND DEMONSTRATED MOBILITY. THE USE OF SUCH PROGRAM FACTORS AS ROTATION OF OFFICERS AMONG DIFFERENT AREAS IN POLICE AGENCIES, PARTICIPATION IN SPECIAL PROJECTS, AND PROMOTION SELECTION BY MEANS OF ASSESSMENT CENTERS ARE ALSO SEEN TO BE IMPORTANT IN IMPROVING MANAGEMENT QUALITY. THE AUTHOR NOTES THAT THE EMERGENCE OF UNIONS AND COLLECTIVE BARGAINING IN POLICE AGENCIES HAS NECESSITATED A REDEFINITION OF THE POLICE ADMINISTRATOR'S ROLE IN THE LABOR RELATIONS PROCESS. AN OUTLINE OF THE POLICE ADMINISTRATOR'S ROLE IN LABOR RELATIONS IS PROVIDED ALONG WITH GUIDELINES FOR THE DEVELOPMENT OF A PROACTIVE POLICE MANAGEMENT POSTURE. (AUTHOR ABSTRACT MODIFIED)
