THE PAPER DESCRIBES VARIOUS MODELS OF COEDUCATIONAL CORRECTIONAL INSTITUTIONS AND THEIR UNDERLYING ASSUMPTIONS AND PRESENTS A MEASUREMENT MODEL WHICH CAN BE USED IN TESTING THOSE ASSUMPTIONS.
Abstract
A MAJOR DISTINCTION IS MADE BETWEEN PROGRAMMATIC AND NONPROGRAMMATIC CO-CORRECTIONAL INSTITUTIONS, BASED UP ON DIFFERING PERCEPTIONS REGARDING THE FUNCTION OF THE PRESENCE OF MALES AND FEMALES IN THE SAME INSTITUTION. PROGRAMMATIC FUNCTIONS ARE SEEN AS SERVING POSITIVE PURPOSES, IN TERMS OF INMATE NEEDS AND INSTITUTIONAL CONTROL. NONPROGRAMMATIC FUNCTIONS MAY REFLECT OVERCROWDING, THE NEED FOR ALTERNATIVE PLACEMENTS FOR A NUMBER OF INMATES OF ONE SEX, EFFORTS TO REDUCE PROGRAM DUPLICATION, OR OTHER FACTORS. THREE MODELS OF PROGRAMMATIC FUNCTIONS ARE EVALUATED: THE REINTEGRATION, INSTITUTIONAL CONTROL, AND THERAPY MODELS. EACH IS DISCUSSED AND DIAGRAMMED, AND ITS UNDERLYING CHAIN OF ASSUMPTIONS IS OUTLINED. MODELS OF TWO NONPROGRAMMATIC FUNCTIONS -- SURVEILLANCE AND SANCTION, AND ALTERNATE CHOICE -- ARE CONSIDERED. A SYNTHESIS OF THE FIVE MODELS IS DEVELOPED WHICH OUTLINES INPUTS, PROCESSES, OUTCOMES, AND CO-CORRECTIONAL IMPACTS ON THE SYSTEM TO BE CONSIDERED IN AN EVALUATION OF CO-CORRECTIONS. A FLOW CHART ILLUSTRATING THE SYNTHESIZED MODEL IS PRESENTED AND ITS USE EXPLAINED. APPLICATION OF THE MODEL TO INDIVIDUAL INSTITUTIONS IS DISCUSSED, TAKING INTO CONSIDERATION THE WIDE VARIETY OF CO-CORRECTIONAL INSTITUTIONS AND THEIR DIFFERING ORIENTATIONS. (VDA)
