Abstract
THE AUTHOR MAKES RECOMMENDATIONS THAT IN LATIN AMERICA THE PREVENTION OF CRIME AND TREATMENT OF OFFENDERS SHOULD BE INCLUDED IN NATIONAL ECONOMIC AND SOCIAL DEVELOPMENT PLANS. HE FURTHER URGES THAT STAFF TRAINING PROGRAMS, THERE SHOULD BE PROGRAMS FOR THE TRAINING OF STAFF SPECIALIZING IN ONE OR MORE SUBJECTS FOR NUMEROUS PURPOSES - SOCIAL DEFENCE ACTIVITIES, SOCIAL SERVICES OR COMMUNITY DEVELOPMENT, DEPENDING ON THE DEGREE OF ECONOMIC AND SOCIAL DEVELOPMENT ATTAINED BY THE COUNTRY OR REGION.
