REVIEW AND EVALUATION METHODS DEVELOPED BY THE U.S. MILITARY AND A STUDY COMPARING THE RESULTS OF ONE METHOD WHEN USED BY BOTH PEERS AND SUPERVISORS IN THREE POLICE DEPARTMENTS.
Abstract
IT IS CONCLUDED THAT THE MOST ACCURATE AND EFFECTIVE METHOD IS PAIRED-CHOICE RATING, IN WHICH EVERY PERSON IS COMPARED TO EVERY OTHER PERSON BEING RATED. A STUDY OF ITS USE IN THREE POLICE DEPARTMENTS OF VARYING SIZE, LOCATION, AND ORGANIZATION SHOWED THAT THE RATEES ARE AS CAPABLE OF PERFORMING THE EVALUATION AS THE SUPERVISORS.
