PERFORMANCE MEASURES EXAMINE THE QUALITY AND QUANTITY OF RESOURCES REQUIRED, THE LEVEL OF EFFORT, THE QUALITY AND QUANTITY OF SERVICE OUTPUT, SERVICE EFFECTIVENESS, AND THE RELATIONSHIP BETWEEN THE LEVEL OF EFFORT AND THE LEVEL OF EFFECTIVENESS ACHIEVED. LEVEL OF EFFORT MEASURES FOR CRIMINAL JUSTICE SERVICES INCLUDE POPULATION SERVED PER $1,000 SPENT, POLICE OFFICERS PER 1,000 POPULATION, AVERAGE ANNUAL POLICE SALARIES, VEHICLE NUMBERS, AND POLICE OPERATING CHARACTERISTICS.
