Abstract
THE PUBLICATION CONTAINS A DESCRIPTION OF SELECTION CRITERIA USED IN DETERMINING INDIVIDUAL DISTRICTS AND SCHOOLS. THE TARGET POPULATIONS WERE BASICALLY FROM LOW INCOME AREAS AND WERE DEFICIENT IN READING AND MATH. THE REPORT FOCUSES ON PROGRAM DESIGN AND MANAGEMENT, SUMMARIZES TASK ANALYSES AND FINDINGS, IDENTIFIES POLICY IMPLICATIONS AND PROVIDES A DETAILED ECONOMIC ANALYSIS OF THE MODEL.
