The manual is presented in 11 sections, with selected sub-categories, as noted: (1) Introduction to what crime panels are and what they can do; (2) Setting Up a Panel (getting the right members for the job, the police role, panel officers, developing a strategy, the constitution); (3) Running a Panel (making the most of resources, developing a team structure, checklist for action); (4) Panel Activities (key steps to reduce crime, sorting out priorities for action); (5) Fear of Crime (what a panel can do); (6) The Partnership Approach (cooperating with others, linking with youth crime prevention panels); (7) Funding (sponsorship, fund-raising, central and local government); (8) Publicity (a step-by-step guide to using the media); (9) Case Study (the basis of a successful crime prevention panel); (10) A Chapter of Ideas (panel activities from all around the United Kingdom); and (11) Conclusion (10 key steps to success).
