Abstract
THE AUTHOR COMMENTS ON PROVISIONS OF THE BILL WHICH APPOINTS A FORMER INMATE TO THE PAROLE BOARD, PLACES ATTORNEYS ON THE BOARD, INCREASES TERM OF PAROLE BOARD CHAIRMAN FROM THREE TO SIX YEARS, ESTABLISHES POLICIES FOR PAROLE RELEASE, PROVIDES LEGAL REPRESENTATION AT PAROLE HEARINGS, SETS THE FREQUENCY OF PAROLE REVIEWS, PROVIDES FOR SETTING OF A PAROLE DATE AT THE TIME OF SENTENCING, AND PROHIBITS THE PRACTICE OF USING PAROLE VIOLATIONS TO RETURN MEN TO PRISON.
