New York State's Board of Parole heard 34,554 cases during calendar year 1999 involving offenders who were eligible for release to parole supervision; of these cases, 16,569 or 48 percent were approved for release while 17,985 or 52 percent were denied.
Abstract
The rate of approval in 1999 was 2.2 percent lower than the rate of approval in 1998 when 17,906 or 50.2 percent of 35,641 reported parole eligible cases were given straight parole releases or open dates. Initial appearances accounted for 21,468 or 62.1 percent of parole eligible hearings in 1999, compared to 23,374 or 65.6 percent of parole eligible hearings in 1998. The approval rate for initial hearings was 46.6 percent in 1999, down 3.2 percent from the 49.8 percent reported in 1998. The 13,086 subsequent appearances reported for 1999 were 6.7 percent above the 12,267 subsequent appearances reported for 1998. The approval rate for subsequent appearances in 1999 was 50.2 percent, compared to 51.1 percent in 1998. 7 tables
