Abstract
The hearing was prompted by an estranged father's kidnapping and removal to Iran of a 4-year-old child living in Pennsylvania with her mother. Witnesses included the child's mother, a U.S. Department of State official, a representative of a private advocacy organization, and a consultant. Legislators noted that parental kidnappings are the most common source of missing children. The mother of the abducted child explained the circumstances of the kidnapping and her difficulties in dealing with law enforcement agencies. Other testimony and discussion focused on the role of the State Department, the lack of adjustments over time in most child support orders, and Federal legislation on child support. State Department documents describing procedures used in international custody problems and other written statements and tables are included.
