SECOND-YEAR RESEARCH OVERVIEW OF THIS CALIFORNIA PROJECT WHICH EXAMINES A DIFFERENT APPROACH TO COMMUNITY PROBLEM-SOLVING.
Abstract
AN AS YET UNPERFECTED STATE EFFORT TO DESIGN AND INITIATE YOUTH PROGRAMS FROM THE VANTAGE POINT OF A THIRD PARTY, THE INVITED COMMUNITY BROKER, IS DESCRIBED. THE PROJECT ASSUMES THAT DELINQUENT BEHAVIOR IS CAUSED OR REINFORCED BY CERTAIN SOCIAL INSTITUTES. THERE, THE DIRECT-SERVICE CASEWORK APPROACH TO JUVENILE DELINQUENCY IS REPLACED BY EMPHASIS ON INSTITUTIONAL CHANGE. SEVERAL MODELS FOR COMPREHENSIVE DELIVERY OF YOUTH SERVICES AND MOBILIZATION OF RESOURCES ARE DEMONSTRATED. A SYSTEMS MODEL FOR PROMOTING YOUTH PROGRAM LINKAGE STATEWIDE IS ALSO DISCUSSED. THREE SPECIFIC PROJECT MODELS - NORTHWEST OAKLAND, LA COLONIA-OXNARD, AND THE DEL PASO AREA IN SACRAMENTO - ARE DESCRIBED.
