This document publishes the presentations given at the BKA workshop on organized crime that took place in Wiesbaden, West Germany on November 6-9, 1990.
Abstract
Political efforts to create a united Europe and the rapid disintegration of the political structure of Eastern Europe have opened new settings to existing organized crime and encouraged the creation of new crime organizations. The first group of presentations attempted to arrive at an accurate picture of organized crime in Germany and to see Germany's organized crime problem in the context of a world network. Other presentations described the organized crime situation in Italy, Japan, and the former Soviet Union. Several presentations focused on specific forms of organized crime in Europe: money laundering, drug trafficking, economic corruption, and political corruption. The text also reprints an open discussion on the prevention of organized crime in a Europe of open borders. The workshop concludes that now is the crucial time to halt the spread of organized crime in Europe. International efforts should include the alerting of the public, new legislative and procedural laws, and strict government responses to the corruption of individual politicians and government employees. A list of workshop panelists is appended.
