Abstract
The article reviews some of the major workforce studies focusing on the changing workforce composition and the impact of these changes on criminal justice system personnel. Existing organizational barriers or management and personnel practices that will inhibit criminal justice agencies from recruiting and retaining qualified personnel include retrenchment and declining resources, organizational inertia, and gender and racial barriers. The article describes emerging police and correctional models that emphasize flexibility, employee participation, and proactive human resource strategies. 47 references
