Abstract
THESE GUIDELINES APPLY ORGANIZATIONAL THEORY TO POLICE OPERATIONAL AND ADMINISTRATIVE NEEDS. THEY DISCUSS PROBLEMS SUCH AS THE ASSIGNMENT OF RESPONSIBILITY AND AUTHORITY, THE SPAN OF CONTROL, COMMUNICATIONS CHANNELS, UNITY OF COMMAND, FUNCTIONAL REORGANIZATION IN RESPONSE TO EXPANSION, AND TERRITORIAL DECENTRALIZATION VERSUS CENTRALIZATION.
