This document contains materials pertaining to the Oregon SUMMIT (Success Using Motivation, Morale, Intensity, and Treatment) program, designed as an alternative to incarceration with the purpose of rehabilitating offenders using a therapeutic community approach in a military framework.
Abstract
The primary components of the program include cognitive change, substance abuse education and treatment, military bearing and drill, basic education, physical work, physical exercise, basic work skills, decision making, individual counseling, citizenship, spiritual wellness, and teamwork. Offenders who volunteer for the 6-month program earn early release upon their successful completion. To complete the program successfully, offenders must demonstrate that they have accepted responsibility for their criminal behavior, are willing and able to change behaviors, have begun to establish new habits and attitudes, and are willing to become prosocial community members. This document contains the legislation enacting the SUMMIT program; criteria and standards for inmate eligibility and selection, removal from the program, program management; a SUMMIT curriculum and schedule; and evaluation guidelines.
