After presenting the evaluation model for the Opportunity to Succeed (OPTS) program, an intensive supervision program designed to reduce substance abuse and recidivism, this paper presents evaluation tools and evaluation data.
Abstract
A chart of the evaluation model lists antecedent/risk factors (alcohol and other drug abuse, crime, economic instability, family instability, social disorganization, and health/mental health). The chart also lists OPTS intervention components, which are intensive supervision, substance abuse treatment, employment services, family support services, housing, and health/mental health services. The evaluation model further lists the outcomes measured in the following areas: substance abuse, crime, employment, family/community, and health. Self- report questionnaires on drug use and criminal behavior used in the evaluation are provided. One figure shows evaluation findings on the relationship between recent predatory criminal activity, recent daily hard drug use, and full-time employment for program participants in the year before their incarceration. Another figure shows the relationship between recent predatory criminal activity, recent daily hard drug use, and lifetime hard drug use. A third figure portrays the relationship between recent predatory criminal activity, recent drug dealing, and recent hard drug use for program participants within a year after release from incarceration. Another figure shows the relationship between criminal activity, drug-dealing activity, and recent daily hard drug use and full-time employment after program participation.
