This article describes the Ontario, Canada, Provincial Police Force's new promotional process.
Abstract
The process is based on the principles of identifying and developing the managerial capabilities of members and promoting members who have achieved capabilities for more senior positions in the force. The following management development programs have been implemented for the promotional process: corporal, sergeant, inspector, chief inspector, superintendent, staff superintendent, and chief superintendent. The formal on-the-job training program has been organized so that participants can carry out their daily responsibilities without major interruptions. Job rotation and operational exposure through work assignment, positive promotional assessment and objective examinations, promotional assessment boards that meet on a quarterly basis to identify potential managers and administrators, and aptitude testing and career counseling are all elements of the development program. In addition, career profiles are written and retained in the career management branch for each member who enters a development program. When a member has successfully completed a program, the officer's name goes on an eligible-for-promotion list for consideration by the commissioner and his committee. Individual requirements for promotion to each grade level are identified. A reference list is not included.
