Narrative and tabular information reflecting the activities of the Ministry of Correctional Services of Ontario, Canada, for the year ending March 31, 1980 are presented in this annual report.
Abstract
The ministry is responsible for approximately 60,000 adults who pass through the institutions annually and the more than 57,000 adult probationers monitored each year by the province's probation and parole services. A staff of 5,400 persons is required to fulfill the ministry's mandate with a budget in excess of $131 million annually. Highlighted herein in are a goal statement, general information, and organizational chart, institution statistics, and descriptions of institution and community programs. The primary goal of the ministry is to provide custody and community supervision as directed by the courts and as provided for in legislation. Wherever practical, correctional programs should be community based. During the year, the number of admissions to detention centers and jails totaled 60,701. This figure represents a slight reduction from the 1979 total of 61,834. Property crimes and traffic offenses were the leading categories of crime. The parole board effected 2,313 paroles for the year and considered 6,207 applications. A 5-year program was initiated which will make productive and positive use of inmate labor and will enable institutions to become more self-sufficient. Farming, industries, and the manufacture of items to be sold to create revenue are included in the plan. Almost 3,800 volunteers were involved in ministry programs during the year.
