Oleoresin capsicum (OC) aerosol spray is gaining increasing acceptance among law enforcement agencies as a safe and effective nonlethal force option.
OC is often called pepper spray because it uses the active ingredient of cayenne pepper mixed with a solvent under pressure with a propellant. The use of OC requires only a few hours of training, is relatively inexpensive, and reduces the potential for lawsuits and brutality complaints. A 3-year study conducted by the FBI has established the safety and effectiveness of OC aerosols for law enforcement use. Officers should receive training before they carry it, especially if it is alcohol-based and therefore flammable. Officers should complete written and proficiency testing and be sprayed with OC before they carry it. OC can be effective in most situations involving nonlethal use of force, but it is not perfect.
