This manual is intended to provide police, corrections, and other personnel with information on oleoresin capsicum (OC), some of its physiological effects, when and how to use it, and what to do after its use in controlling violent and aggressive people.
Abstract
The training is intended to present principles, skills, and techniques for using OC; aid in the reduction of violent behavior and personal injury to police officers, suspects, and the general public; increase a police officer's confidence during physically threatening situations; and reduce the civil liability exposure of police and police agencies. OC is considered to be an additional option for use of force and is not intended to replace a firearm, baton, or other equipment or physical defense and control techniques. OC products have been proven to be extremely effective, but 100-percent reliability cannot be guaranteed. Guidelines are provided regarding the effects of OC, the number of bursts of spray, decontamination, storage, use in specific situations, alternative methods for reducing the threat, and training exercises.
