This program plan is the result of extensive agency-wide collaboration to identify programs that are responsive to the objectives and goals of the President's National Drug Control Strategy and the needs of State and local criminal justice agencies.
Abstract
A significant emphasis of this plan will be placed on evaluations. Through evaluations, programs that work can be identified, publicized, and replicated, while projects that have not been proven to be effective can and will be discontinued. Another important theme is the development of programs that have a significant impact on minority communities. Minority neighborhoods are victimized disproportionately by drugs and violent crime; funding should be responsive to the critical needs of minority citizens. The importance of forging partnerships at the grass roots level is recognized as the war on drugs and violent crime cannot be won by the efforts of law enforcement alone. The ten priority areas to direct and concentrate these efforts are intermediate sanctions, gangs and violence, evaluation, prevention and education, multijurisdictional task forces, community-based policing, community-based programs, drug testing, victims, and information systems, support, and statistics.
