The average daily population in New Jersey correctional institutions during fiscal year 1991 totaled 22,519 offenders: 13,214 in State prison facilities, 4,277 in youth correctional facilities, 671 in juvenile facilities, 376 in contract halfway houses, 700 in community and residential programs, 3,657 in county facilities, and 176 in the electronic monitoring/home confinement program.
Abstract
Between fiscal years 1990 and 1991, the average daily population increased by 9 percent. Further, the average daily population during 1991 was greater than peak populations experienced between 1987 and 1991. The State prison facility count increased by 16 percent, from 11,430 to 13,214. The youth facility count increased by 11 percent, from 3,859 to 4,277. The population in juvenile facilities decreased by 8 percent, from 729 to 671. The population in community and residential juvenile programs decreased by 5 percent, from 732 to 700. The continued increase in the adult institutional population resulted from the ongoing impact of Title 2C and subsequent legislative enhancements to New Jersey's Criminal Code.
