This manual explains how and when an offender can use the Washington State offender grievance program, provides guidelines for implementing the program locally, and specifies procedures for the program's operation.
After reviewing the history of the program's implementation, the manual's introduction presents the purpose of the grievance mechanism and program principles. The manual then provides general policy statements applicable to institutions, community residential facilities, and community supervision offices. Separate sections designate policies and procedures applicable to staff and offenders under each of the three types of offender management. An integral part of the program is a computerized management information system that permits remote data entry by local grievance coordinators, headquarters monitoring and auditing capability, grievance indexing, online synopsis of the status of individual grievances, and onsite generation of statistical reports. The manual explains how to enter information in the grievance database and retrieve that information in a variety of formats. Forms and standards are included.
