          Abstract
              It lists commission members, both past and present, and commission rules. The report notes than 72 inquiries were made during 1978, with 39 considered out of scope and the others either determined to require further investigation or considered unjustified. There were two inquiries in which recommendations of removal were filed. A table summarizes commission activities from 1973.
