This report summarizes the proceedings of the North Carolina Courts Commission from January through May 1994 and its recommendations regarding educational qualifications and salaries of magistrates, funding for a new State judicial center, process servers, and salaries for judges.
Abstract
At its three meetings, the commission focused on victim compensation, district court jurisdiction in civil and criminal cases, role definitions in the court system, and judicial salaries and qualifications. The commission recommended raising educational qualifications and salaries for magistrates; appropriating planning money for a new judicial facility to house the State Supreme Court, the Court of Appeals, and the Administrative Office of the Courts; allowing private process servers to serve process when a proper officer returns service of process unexecuted; and increasing the salaries of State Supreme Court justices, appellate court judges, superior court judges, and district court judges.
