This memo presents the revision to Rule #D7 of the New Mexico Law Enforcement Academy, which pertains to entry-level and requalification firearms training.
Abstract
Regarding entry-level handgun standards, the rule requires that prior to carrying a handgun on or off duty, all entry-level, noncertified officers must receive a minimum of 16 hours of instruction in firearms safety, legal aspects of the use of force, mental conditioning, weapons care and cleaning, marksmanship fundamentals, weapon manipulation, and range training and testing. Entry-level officers must also receive a minimum of 8 hours of instruction in most of these same areas for shotgun and/or rifle use. A section specifies that specific handgun courses of fire designed for daylight and nighttime conditions will be used for qualification. This is designed to ensure that all officers are tested to the same standard once a year. Other sections of the rule pertain to instructor standards, requalification, reporting of training, target/scoring methodology, ammunition, equipment, and backup weapons. A chart shows the requirements of the qualification course for both day and night. The firearms training/requalification reporting form is also provided.
