This paper describes the equipment and costs required to upgrade the National Law Enforcement Telecommunications System (NLETS) so that the computer system can handle the State-to-State traffic through 1983 and either the total projected traffic or a portion of the total traffic as one switcher in a two-switcher network configuration.
Abstract
To handle State-to-State traffic through 1983, two possible modifications should be considered. Either modification will upgrade the switcher to the required level. One modification would be cheaper than the other but would entail more technical risk. This modification is also sensitive to the ratio of administrative messages to inquire/response messages. A small increase in this ratio will result in large changes in delay. It is recommended that the alternative modification, which adds storage in the form of bulk core in order to queue inquiry/response messages, be adopted. Four typologies which include the NLETS switcher have been proposed for the NALECOM network. One typology entails two separate networks, one entails a one-region network with a message switcher in Phoenix, and two are two-region networks with message switchers located in Phoenix and Washington, D.C. Different costs are involved in upgrading the switcher system to handle the total traffic through 1983. Cost data and attachments calculating delays between Pennsylvania and New York are included.
