THIS PAPER DESCRIBES SOME SOLUTIONS TO THE PROBLEM OF PROVIDING 911 EMERGENCY CALLING ON A DIAL-TONE-FIRST BASIS.
Abstract
SINCE PROVISIONS FOR COIN-FREE DIALING FROM PREPAY PAYSTATIONS WERE NOT AVAILABLE WHEN 911 CALLING WAS FIRST CONCEIVED AND PUT INTO SERVICE, CHANGES TO THE SYSTEM ARE NOW BEING DESIGNED TO MEET THE REQUIREMENTS OF DIAL-TONE-FIRST CALLING. AS A MINIMUM, CENTRAL OFFICER MUST PROVIDE A PUBLIC SERVICE ANSWERING POINT BY DIALING 911. TO MEET MORE SOPHISTICATED, SPECIAL TRUNKS AND OTHER EQUIPMENT MAY BE REQUIRED. THESE CAN INCLUDE AUTOMATIC NUMBER IDENTIFICATION, TONE INDICATIONS OF HOOKSWITCH STATUS, MULTIPARTY RINGBACK, CLR HOLDING (HOLDING OF THE CIRCUIT BY THE ANSWERING BUREAU TO PERMIT TRACING), AND FORCED DISCONNECT. A CODE SENSOR OR REGISTER SENDER CAN BE USED IN STEP-BY-STEP OFFICES NEEDING A PATH TO THE ANSWERING BUREAU. TECHNOLOGIES INVOLVED IN THE VARIOUS PROPOSED SOLUTIONS ARE DISCUSSED BRIEFLY. (LGR)
