The 1979-1980 annual report is presented for the South African National Institute for Crime Prevention and Rehabilitation of Offenders (NICRO).
Abstract
NICRO is South Africa's only specialist welfare organization that deals solely with crime prevention and the rehabilitation of offenders. The number of community workers increased during the year from one to six. These staff are engaged in crime prevention full time, mostly at the neighborhood level. NICRO's rehabilitative services to inmates awaiting trial, offenders serving noncustodial sentences, parolees, and other exoffenders were not only maintained but improved, primarily by expanding the use of group work and increasing staff skills in casework practice. A system of regional training seminars was introduced, with the seminar theme being the development of an aftercare model for the psychopathic offender. Closely linked to the seminars was the implementation of a personnel policy involving the regular and formal evaluation of staff according to definite criteria. NICRO welcomed the establishment during the year of the National Liaison Committee of the Department of Cooperation and Development. This consultative committee, consisting of representatives of private welfare organizations and officials of the department, has proved to be a useful vehicle for the coordination of welfare services and the resolution of problems. NICRO also assisted in the establishment of a community service orders project. Highlights are provided from NICRO's 70 years of service. Also provided are general statistics and information and data on finances and fundraising, financial statements, planning for the 1980's, the board of sponsors, NICRO branches and suboffices, and exemptions from donation tax.
