ARTICLE DESCRIBES MANY OF THE PROBLEMS IN THE ADMINISTRATION OF LARGE STATE AGENCIES.
Abstract
A NUMBER OF STATES HAVE VARIOUS AGENCIES WITH EMPLOYEES NUMBERING IN THE TENS OF THOUSANDS, CREATING A WEALTH OF PERSONNEL MANAGEMENT PROBLEMS NOT COMMON IN SMALLER AGENCIES. MANY OF THESE PROBLEMS STEM FROM POSITION AND PAY INEQUITIES, MORALE AND TRAINING ISSUES, NEW POSITION PLANNING AND CLASSIFICATION, AND EMPLOYEE GRIEVANCE AND RIGHTS ISSUES. THE AUTHOR DISCUSSES SIMPLE REMEDIES FOR SOME OF THESE PROBLEMS. ALSO DISCUSSED ARE EQUAL EMPLOYMENT OPPORTUNITY AND AFFIRMATIVE ACTION, REGIONAL STRUCTURES, AND SIMPLIFICATION AS A FORCE FOR REFORM....BS
