DISCUSSION OF FLAWS IN EXISTING INDEXES, FOCUSING ON A NEW INSTRUMENT BASED ON OFFENDER DISPOSITION, DESIGNED TO MEASURE SUCCESS AND FAILURE OF PAROLE OUTCOME.
Abstract
THE RATINGS OF THE RECIDIVISM OUTCOME INDEX BASED ON THE MOST SERIOUS BREACH OF THE LAW OR OF PAROLE RULES DURING THE PERIOD COVERED. TO WHATEVER EXTENT THE PENALTIES IMPOSED FOR KNOWN OFFENSES ARE CORRELATED WITH SOCIETY'S INTERPRETATION OF THEIR SERIOUSNESS, THE INDEX CAN BE CONSIDERED A REFLECTION ALSO OF THE SEVERITY OF PAROLE VIOLATION. ALTHOUGH IT IS BASED ON MINNESOTA LAWS, IT CAN EASILY BE ADAPTED TO FIT OTHER JURISDICTIONS. (AUTHOR ABSTRACT)
