THIS NEW JERSEY STATE POLICE DEPARTMENT PERFORMANCE EVALUATION MANUAL DESCRIBES TECHNIQUES FOR FOSTERING A SUCCESSFUL RELATIONSHIP BETWEEN SUPERVISORS AND PERSONNEL AND CONTAINS SPECIFIC INSTRUCTIONS FOR EVALUATING STAFF.
Abstract
THE PERSONNEL EVALUATION SYSTEM IS DESIGNED TO APPRAISE AND IMPROVE INDIVIDUAL PERFORMANCE AND ALSO TO ASSIST IN DETERMINING TRAINING NEEDS, SUITABILITY OF PROBATIONARY TROOPERS, PROMOTIONAL ELIGIBILITY STRATEGIES FOR FILLING VACANCIES, AND ELIGIBILITY FOR RE-ENLISTMENT. RATING PROCEDURES ARE DISCUSSED WITH REFERENCES TO PERIODIC REPORTS, THE PROCESS OF INFORMING PERSONNEL OF RATINGS, THE RESPONSIBILITIES OF THE RATER, AND THE RESPONSIBILITIES OF THE REVIEWER. PRACTICAL POINTERS ARE GIVEN TO RATING SUPERVISORS AS TO THEIR OWN MOTIVATION, THE NECESSITY OF DIRECT SUPERVISORY RELATIONSHIP AND SUPERVISORY TRAINING, THE NEED FOR INVOLVING THE RATEE, AND THE IMPORTANCE OF PERSONNEL PERFORMANCE NOTICES. OPEN AND CLEAR COMMUNICATION IS URGED. SPECIAL ATTENTION IS GIVEN TO RATING THE PROBATIONARY TROOPER AND DEALING WITH INEFFECTIVE CAREER PERSONNEL. THE PERFORMANCE EVALUATION FORM IS REPRODUCED, THE METHOD FOR COMPLETING THE FORM IS OUTLINED, AND EACH TRAIT TO BE RATED AND SUPERVISORY FACTOR TO BE CONSIDERED IS EXPLAINED. (FCW)
