The New Jersey Bureau of Parole 1980 fiscal year annual report is presented.
Abstract
The information presented covers statistics and narrative accounts bearing upon parolees, staff, organizational functions, and parole programs. The Bureau of Parole was awarded accreditation status in July 1981. Efforts continue to maintain compliance with accreditation stantdards despite difficulties resulting from new legislation and budgetary shortfalls. In the course of the year, the bureau lost nine clerical positions and six State vehicles, and the Manpower Vocational Service Program was phased out. Four administrative and supervisory staff members received layoff notices at a time when responsibilities are increasing. In an effort to improve revenues, parolees are required to make financial contributions to programs. Legislation has brought significant change to parole operations in the course of the year. These have included the presence of attorneys at probable cause hearings, the supervision of certain county cases, and the creation of special parole conditions. Arrest power has been removed from parole officers, and a prosecutor's request is necessary before any action can be taken against parolees believed to have committed new offenses. Tables and an organizational chart are presented.
