The juvenile serious habitual offender/drug involved (SHO/DI) program is an intensive law enforcement approach to identifying and removing from society juveniles who display a repetitive pattern of serious delinquent behavior.
Abstract
The program builds on an organizational development process designed to link intelligence information with street crime patterns for directed patrol and investigative activities against serious juvenile crime, drug-related crime, and pushers with juvenile clients. Emphasis is placed on the development of criminal information files, crime analysis, and an overall research and test approach. Phase 1 of the program has involved the development of policies, procedures, and criteria for identifying and more effectively dealing with serious juvenile crime and its perpetrators. In addition, a systems approach is used to facilitate cooperation among police, prosecutors, schools, juvenile court, corrections, probation, and community groups. The overall program goals include reducing crime by SHO/DI youth; expediting prosecution and treatment; and reducing pretrial delays, case dismissals, and sentence reductions. 3 figures and 6 references.
