The 124-bed, direct supervision, single-bedroom housing unit of San Joaquin County, California functions more smoothly than any other minimum security housing unit in the county.
Abstract
The housing unit's environment is more pleasant than at the other minimum security units. It provides more privacy and daylight, ample recreation space, and less noise. The basic human needs of the inmates are met in an efficient and hassle-free manner. Inmates must report to work assignments daily, clean the entire facility, and adhere to stricter rules of conduct than those in traditional lock-down facilities. Rule infractions lead to reclassification to another unit. Each architectural feature of the unit serves a specific purpose. The results of the project after one year of operation are clear. The unit's atmosphere is calm and quiet. Inmates obey the rules and use peer pressure to help enforce them. The inmates take their responsibilities seriously which include keeping the building immaculate. Another indication of success is that staff like to work in the unit.
