THE NEIGHBORS AGAINST BURGLARY PROGRAM CONTINUES TO BE SUCCESSFUL IN ANALYSIS AND PREVENTION OF CRIME. PROCEDURES USED AND REASONS FOR THEIR SUCCESS ARE DESCRIBED IN THIS EVALUATION.
Abstract
THE YEAR II PROGRAM WAS DESIGNED TO BUILD ON YEAR I, AND LEAD TO YEAR III, OF THE INTEGRATED CRIMINAL APPREHENSION PROGRAM GRANT. ELEVEN OBJECTIVES ARE EVALUATED, AND DESCRIPTIONS OF TRAINING, SURVEYS, AND OTHER LAW ENFORCEMENT SERVICES, ARE INCLUDED IN THE REPORT. THE MOST SERIOUS CRIME FACED BY THE POLICE DEPARTMENT IS BURGLARY BY JUVENILES. THE PROGRAM AIMED AT USING IMPROVED CRIME ANALYSIS AND PREVENTION METHODS (EMPHASIZING CITIZEN PARTICIPATION) TO ASSIST THE PATROL DIVISION IN DEALING WITH BURGLARIES. REJECTION AND CONVICTION RATES FOR BURGLARY ARE EXAMINED AS INDICATORS OF THE IMPACT OF THE YEAR II PROJECT ON OTHER PARTS OF THE CRIMINAL JUSTICE SYSTEM. AN ATTITUDINAL SURVEY GIVEN TO SWORN PERSONNEL HELPS TO SHOW THE IMPACT OF THE PROGRAM (A SLIGHT DECLINE IN ACCEPTANCE) ON THE DEPARTMENT ITSELF. THE PROGRAM OBJECTIVES INCLUDED IMPROVED MANPOWER DEPLOYMENT AND PATROL AIDED BY ANALYSIS OF CRIME DATA TO REDUCE EMERGENCY RESPONSE TIMES, TRAINING OF MEMBERS OF NEIGHBORHOOD COUNCILS IN CRIME PREVENTION TECHNIQUES; AN OBJECTIVE BEING REACHED MORE SLOWLY THAN ANTICIPATED; INCREASING THE CONVICTION RATES; BUILDING UP DEPARTMENTAL CAPACITY FOR PROGRAM EVALUATION; TRANSMITTING CRIME PREVENTION TECHNIQUES TO THE COMMUNITY; AND IMPROVING INTERFACE BETWEEN YOUTH SERVICES AND BURGLARY INVESTIGATORS. THE REPORT INCLUDES ALL FORMS, QUESTIONNAIRES, NEWS ARTICLES, CITIZEN LETTER SURVEYS, AND OTHER MATERIALS USED IN IMPLEMENTING THE PROGRAM. (RFC)
