THE NECESSITY OF FEDERAL UNIFORMITY IN STRUCTURE, DESIGNATION, AND TASK ASSIGNMENT OF POLICE OPERATIONAL COMMAND STAFFS.
Abstract
THE NEED FOR UNIFORMITY THROUGHOUT THE GERMAN FEDERAL REPUBLIC IN THE TYPE OF POLICE COMMAND STAFF ORGANIZATION, TASK DISTRIBUTION WITHIN THE STRUCTURE, AND DESIGNATION OF ORGANIZATIONAL UNITS IS DISCUSSED. THE ORGANIZATIONAL MODEL PROPOSED IN 1977 INCLUDES A CENTRAL SITE; WHICH SERVES AS A COMMUNICATIONS CENTER AND IS RANKED ABOVE OR EQUAL TO OTHER BRANCHES, AND FOUR BASIC, EQUAL DIVISIONS (TACTICS, TECHNICAL SERVICE, BASIC POLICE WORK, AND PUBLIC RELATIONS); THIS STRUCTURE IS PRACTICAL FOR BOTH FEDERAL AND STATE LEVELS ON A TEMPORARY OR PERMANENT BASIS. STANDARD DESIGNATIONS FOR ORGANIZATIONAL UNITS IN ALL STATES ARE INTENDED TO ELIMINATE THE POSSIBILITY OF UNITS FOR PRIVATE USE OF INDIVIDUALS AND TO FACILITATE COORDINATION AND COOPERATION WITHIN THE WHOLE POLICE SYSTEM. UNIFORM DISTRIBUTION OF TASKS ACCORDING TO ACTIVITIES OF STRUCTURAL UNITS ALSO ASSURES PROMPT, UNCOMPLICATED EXCHANGE OF INFORMATION BETWEEN UNITS OF THE VARIOUS STATES. THE INTRODUCTION OF COMMAND STAFFS REQUIRES ELIMINATION OF DIFFERENCES IN STAFF ORGANIZATION (E.G., DIFFERING BREADTH BECAUSE OF VARYING TASK ASSIGNMENT, DIFFERING DEPTH BECAUSE OF VARYING TASK CONCENTRATIONS IN INDIVIDUAL DIVISIONS, OR VARIATION IN STRUCTURAL PLACEMENT OF THE INFORMATION CENTER) AND DIFFERENCES IN PROCEDURAL ORGANIZATION (INFORMATION PROCESSING METHODS, VARIOUS APPROACHES TO PERFORMING TASKS, AND APPLICATION OF WORK CONCEPTS). IT IS CONCLUDED THAT UNIFORMITY MUST NOT ONLY EXTEND TO COMMAND STAFF ORGANIZATION, BUT ALSO TO TASK ASSIGNMENT AND PROCEDURES, ORGANIZATIONAL AND PROCEDURAL CONCEPTS, STAFF TRAINING, AND SUBSEQUENTLY INTRODUCED LOWER LEVELS OF STAFF ORGANIZATION. --IN GERMAN.
