A COMPOSITE ANNUAL REPORT FROM THE PROJECT DIRECTOR PLUS REPORTS FROM NATIONAL STAFF MEMBERS AND REGIONAL DIRECTORS CONCERNING THE SUCCESS OF THIS DELINQUENCY PREVENTION DIVERSIONARY PROJECT.
Abstract
NYPUM (NATIONAL YOUTH PROJECT USING MINIBIKES) INCREASED THE NUMBER OF LOCAL NYPUMS FROM 176 TO 269 DURING FUNDING YEAR II (SEPTEMBER 1972 TO NOVEMBER 1973). EACH OF THE LOCAL NYPUMS HAS A COMMUNITY BASED COLLABORATIVE PARTNERSHIP WITH THE POLICE, COURTS, SCHOOLS AND OTHER BUSINESS AND PROFESSIONAL ORGANIZATIONS. OF THE 6,254 YOUTHS REFERRED FROM THE JUVENILE COURTS, PROBATION, POLICE, SCHOOLS, AND OTHERS (CONTRACTUAL OBLIGATIONS CALL FOR 75 PERCENT OF NYPUM CLIENTS TO COME FROM SUCH REFERRALS). ONLY 125 YOUTHS WERE REARRESTED WHILE PARTICIPATING IN THE PROJECT AND ONLY 107 RECIDIVATED DURING FUNDING YEAR II AFTER THEY HAD LEFT NYPUM. THE RECIDIVISM RATE THEN, WAS ONLY 3.7 PERCENT. THE YEARLY COST FOR YOUTH IN NYPUM IS ONLY 284 DOLLARS AS OPPOSED TO AN AVERAGE COST PER YOUTH IN JUVENILE INSTITUTIONS OF 10,000 DOLLARS. YOUTHS IN THE PROGRAM, PARENTS OF YOUTHS, DISTRICT DIRECTORS, LOCAL DIRECTORS, AND COMMUNITY RESIDENTS RATED THE PROGRAM ON A 100 POINT SCALE ( A RATING OF 50 MEANT AVERAGE SUCCESS) AND THE AVERAGE SCORE THE PROJECT RECEIVED WAS 71.1, MEANING THAT IT WAS DEEMED A SUCCESS.
