This report outlines a research, development, and test and evaluation (RDT&E) program that was proposed for implementation by the National institute of Law Enforcement and Criminal Justice upon its creation in 1969.
Abstract
The proposed program would focus on four mission areas: reducing the need and desire to commit crime, increasing the risk and difficulty in committing crime, improving the management of the criminal justice system, and providing technical support to the first three mission areas. This report describes the national RDT&E program, outlines mission and program areas, evaluates existing programs, describes a strategy for the proposed program, and reviews management issues including organizational structure, staffing, internal and external components of the research program, and implementation of research results. 3 appendixes
