This document presents the methodology, questionnaires, and coding for the 1973-76 National Manpower Survey, which assessed the adequacy of existing Federal, State, and local criminal justice training and education.
Abstract
The report discusses information processing; identifies the content of the individual 'executive surveys;' reviews the survey sample design for the law enforcement, judicial process, and corrections sectors; and discusses survey mailing procedure, questionnaire completion rates, and data reduction. Tables provide the completion rates for each of the sectors. The document contains a codebook and includes the questionnaires mailed to the following executives: chiefs of police, sheriffs, chief prosecutors, chief defenders, court administrators, wardens of adult correctional facilities, and chief probation and parole officers. The study description indicates that the surveys attempted to assess manpower problems, inservice training content, and attitudes toward various issues such as plea bargaining and team policing.
