The director general of the national gendarmerie reviews the accomplishments and direction of a recent modernization that it is hoped will erase a general depression that plagued the force in 1989.
Abstract
He describes the national gendarmerie as a force that maintains the sovereignty both at home and abroad, a force of duality and continuity, a force that interfaces between ministries and other armed forces, and a force that provides technical assistance to 31 foreign nations. It is also a "human" force in that it serves the citizens who depend upon it, but also its own members' personal growth.
