This directory is designed to help jurisdictions become acquainted with the broad range of programs currently used for preadjudicated youth in lieu of placement in secure detention; it contains basic information on 140 programs in 40 States.
Abstract
For the purpose of this directory, a detention alternative program is defined as "any program that targets preadjudicated youth who, if not for the existence of the program, would otherwise be placed in secure juvenile detention." Program types included in the directory are home confinement/home detention; home confinement/home detention with electronic monitoring; day program; residential program; mentoring services; substance abuse services; family counseling services; employment or vocational training; and "other." Programs identified by the "other" category include assessment services, case management/advocacy, intensive home-based service programs, and community-based intensive supervision services. In the directory, programs are listed in two ways: by State and county and by program type. The information on each program is presented under the following topics: program type, program goals, program characteristics, target population, referral process, program duration/length of stay, staffing/costs, program rules/program completion, program evaluation, and program strengths and weaknesses.
