Abstract
IN 1971 THE FIRST NATIONAL CONFERENCE ON THE JUDICIARY WAS ASSEMBLED TO IMPROVE THE PROCESS OF JUSTICE IN THE UNITED STATES. ONE OF THE MAJOR PROPOSALS APPROVED BY THE CONFERENCE WAS THE ESTABLISHMENT OF A NATIONAL CENTER FOR STATE COURTS, WHICH WOULD CONDUCT RESEARCH INTO THE PROBLEMS OF PROCEDURE, ADMINISTRATION, AND TRAINING FOR STATE AND LOCAL JUDGES AND THEIR ADMINISTRATIVE PERSONNEL, AND WHICH WOULD SERVE AS A CLEARINGHOUSE FOR THE EXCHANGE OF INFORMATION ON COURT PROBLEMS AND REFORM.
