A CHANGE MODEL IS PROPOSED WHICH PROVIDES A STRUCTURE TO ALLEVIATE THE OBSTACLES FREQUENTLY ENCOUNTERED BY A MUNICIPAL ADMINISTRATOR WHO ATTEMPTS TO EFFECT CHANGES IN HIS POLICE AGENCY.
Abstract
POOR COMMUNICATIONS, LACK OF COORDINATED PLANNING, AND SELF-INTEREST ARE SAID TO HAMPER POLICE CHANGE MANDATED BY MUNICIPAL ADMINISTRATIONS. A MODEL IS PROPOSED IN WHICH POLICE CHANGE COMPONENTS (PLANNING, TRAINING, AND INSPECTIONS) ARE PART OF THE CITY-WIDE SYSTEM FOR CHANGE. (AUTHOR ABSTRACT MODIFIED)
