This report reviews the Department of Justice (DOJ) grant award program for multi-State regional intelligence projects and explores administrative procedures regarding oversight of the projects in view of the phasing out of LEAA, which was responsible for oversight and operating policies.
Abstract
The General Accounting Office (GAO) reviewed the funding process for these projects and existing Federal oversight and reporting guidelines; reviewed contract grants and files; and conducted interviews with officials of LEAA, DOJ, and the Drug Enforcement Administration. GAO also visited the headquarters of five operational projects and discussed policies and procedures for complying with LEAA grant conditions and reporting requirements with project officials and staff. Because LEAA's policy review and administrative oversight functions are being phased out, successors to both will be needed since continued Federal funding has been appropriated. GAO recommends that a role for the projects be defined which will enhance their relationship with Federal law enforcement agencies, that the Intelligence Systems and Policy Review Board be reestablished at the department level, and that only the administrative responsibilities for grant funding and project monitoring be assigned to a Justice agency and all policy decisions be reserved for the board.
