This manual provides guidance to Montgomery County, Md., police supervisors in evaluating their personnel. It describes guidelines for using performance appraisal as a part of the proficiency advancement system for police officers.
Abstract
Objectives of the performance evaluation system are to clarify job responsibilities and performance standards on which the officer will be evaluated; to establish areas of improvement and provide for the establishment of future work goals; and to give the supervisor more of an opportunity to provide leadership, positive reinforcement, and encouragement for improved performance. The system also is supposed to improve communication between supervisors and officers; to provide guidelines in personnel decisionmaking, including the granting of merit increases and proficiency advancements; and to serve as a work record when an officer is considered for promotion. The manual discusses frequency of performance appraisal reports and designation of responsibilities and roles. Steps in the performance appraisal process and sample forms are given for the following divisions: patrol, youth, investigation, canine, general assignment, special investigations, decentralized investigations, and internal affairs. Specific guidance is provided on preparing the supervisor's log sheet and weekly observation plan, using the rating scales, common rating errors, and other procedures. Tips on measuring job performance in each division are mentioned.
