Abstract
AN INTRODUCTORY SECTION SUMMARIZES THE THRUST OF THE TASK FORCE'S REPORT AND REVIEWS ISSUES AND CONTROVERSIES ENCOUNTERED BY THE GROUP. STANDARDS AND RECOMMENDATIONS ARE PRESENTED, IN ORDER OF PRIORITY, WITH REGARD TO THE FOLLOWING: TRAINING; THE STATE'S FORENSIC SCIENCE SYSTEM; SELECTION OF LAW ENFORCEMENT PERSONNEL; RECRUITMENT; EDUCATION; PLANNING AND ORGANIZING; PAY AND CLASSIFICATION; AND JUVENILE OPERATIONS. ACCOMPANYING THE STANDARDS ARE SUMMARIES OF PERTINENT TASK FORCE FINDINGS, SUGGESTIONS FOR IMPLEMENTATION, AND INDICATIONS OF COUNCIL ACTION. THE POSITION STATEMENTS CONCERN ALTERNATIVES TO ARREST, DIVERSION, AUXILIARY (VOLUNTEER) PEACE OFFICERS, MULTIJURISDICTIONAL INVESTIGATION CAPABILITIES, PLEA BARGAINING, SENTENCING, AND REHABILITATION AND PAROLE.
