BASED ON INTERVIEWS WITH JAIL OFFICIALS AND ON-SITE INSPECTION OF FACILITIES, THIS REPORT DESCRIBES THE PHYSICAL CONDITION, ADMINISTRATION, AND USE OF 53 COUNTY AND 21 CITY JAIL FACILITIES IN THE STATE OF MONTANA.
Abstract
IN LIGHT OF THE GROWING CONCERN FOR CORRECTIONS IMPROVEMENT, AND THE LACK OF FACTUAL DATA CONCERNING MONTANA'S CRIME CONTROL COMMISSION DETERMINED A NEED FOR A COMPREHENSIVE, STATEWIDE SURVEY OF DETENTION FACILITIES AS A BASIS FOR EVALUATING FACILITIES AND PLANNING FUTURE IMPROVEMENTS. THIS REPORT IS A SUMMATION OF THAT SURVEY. THE REPORT OPENS WITH A BRIEF HISTORY OF CORRECTIONAL INSTITUTIONS AND PHILOSOPHIES, AND A DESCRIPTION OF THE SURVEY METHOD. AN ANALYSIS OF ARREST DATA AND JUVENILE COURT STATISTICS IS THEN PROVIDED. THIS IS FOLLOWED BY A QUANTITATIVE ANALYSIS OF DATA ON JAIL FACILITIES, JAIL OPERATION, JAIL POPULATION, JAIL COSTS, MANPOWER, JAIL NEEDS, AND CONSOLIDATION. FINALLY, A TABULATION OF DATA ON FACILITIES, OPERATION, POPULATION, BUDGET, AND NEEDS IS PROVIDED FOR EACH FACILITY. SURVEY RECOMMENDATIONS ARE INCLUDED FOR THE ESTABLISHMENT OF MINIMUM STANDARDS, IMPROVEMENT OF SANITATION, IMPROVEMENT OF JAIL RULES AND PROCEDURES, SEGREGATION OF PRISONERS, CONSOLIDATION, WORK RELEASE, UPGRADING PERSONNEL, AND PROVIDING ALTERNATIVES TO INCARCERATION. ALSO INCLUDED IN THIS REPORT ARE A MAP OF PROPOSED REGIONAL SITES, A COPY OF THE SURVEY INSTRUMENT, AND THE TEXT OF MONTANA STATUTORY LAWS PERTAINING TO LOCAL JAILS.
