This monograph identifies and explains the key components of a sound request for proposals (RFP) that solicits plans and bids from private organizations for the performance of corrections services.
Abstract
The monograph advises that no single aspect of the contracting process plays a more consequential role in the success or failure of contracting with the private sector than does the RFP. It examines the RFP's role in a typical procurement effort and identifies the circumstances under which an RFP is an appropriate method of soliciting proposals from potential providers. Following a review of the basic logic and philosophy of contracting, the monograph details the procedures for the preparation of a sound RFP. The latter discussion indicates that the development of an effective RFP requires extensive research and planning even before the first draft. Those involved must be familiar with the requirements and regulations of many State and local agencies as well as the issuing agency's needs, goals, and financial restrictions. Authors of RFP's must also establish a sound and logical structure for the RFP. This monograph lists the essential information for every RFP, so as to ensure that potential providers understand how their proposals will be evaluated. Procedures for issuing the RFP are also described. A sample RFP for a hypothetical procurement effort is included.
