This report surveys the development of a computer model of the criminal justice system in England and Wales which simulates the movement of defendants through the police, magistrates' courts, Crown Court, and prison systems over several years.
Abstract
A review of the project's planning stages covers questions that planners felt the model should answer, the type of model needed, and relevant previous research. Because of the model's complexity, planners divided it into several sections which would be developed separately and then linked. Chapters on these submodels explain simulation cycles, data requirements, and problems encountered. The report describes three ways the model can be used: to reproduce the workings of the system over several past years, to project into the future, and to introduce arbitrary assumptions into such future projections. Examples of model runs are supplied. Graphs and 12 references.
